Seed-to-Sale Tracking Explained
Seed-to-sale tracking systems monitor every cannabis plant and product from cultivation through final retail sale. These systems are a core part of how states prevent diversion to the illicit market and ensure tax compliance. The most widely used system is METRC (Marijuana Enforcement Tracking Reporting and Compliance), used by over 15 states including California, Colorado, Oregon, and Michigan.
Other states use BioTrack (Illinois, New Mexico, Hawaii), Leaf Data Systems (Washington), or state-built proprietary systems. Every licensed business must tag plants and packages with unique identifiers, log all transfers between licensees, and report inventory in real time. Failure to maintain accurate tracking records is one of the most common reasons for regulatory action against cannabis businesses. The table above shows which tracking system each state uses.
